The Federal Republic of Yugoslavia (FRY), consisting of the Republic of Serbia and the Republic of Montenegro, was proclaimed by the will of their people and the Constitution on 27 April 1992. By its Constitution the FRY is a State of pluralistic, parliamentary democracy committed to the rule of law, free market economy, freedom of public activities, social justice, human rights, equality and welfare of all citizens.
